Below -27 dBm you'll see retransmits, video buffering, and eventually total loss. Above -8 dBm the receiver saturates and link flaps.
Polling all ONUs every 60 seconds and alerting on a 3 dBm drop within a 24h window catches almost every failing splice before the customer notices.
